Combine cabbage, celery and cucumber in a large bowl.
Whisk oil, 1/2 cup lemon juice, sugar, garlic, celery seeds and salt and pepper together in a bowl until well combined. Spoon dressing over salad and toss to coat. Sprinkle with reserved celery leaves and serve.
You can make coleslaw and dressing 1 day ahead. Cover and refrigerate. Dress coleslaw just before serving. You could replace the savoy cabbage with Chinese cabbage for a milder flavour.
